Why does Wi-Fi not let me connect to the Internet through a VPN?

Hello.

The client from Cactus VPN is installed on Windows 10, the usb dongle from Asus N10-nano also works. The task is to distribute the Internet via VPN via WiFi. At the moment, Wi-Fi is heard, the phone connects to it, but says that there is no Internet in it. Connections from Cactus (Wan mini port in the settings has sharing indicating a virtual Hot Spot based on Asus n10), but nothing works. On the PC itself, vpn from Cactus works, i.e. the problem is not with him. What to do?

My thoughts:
1. Perhaps you need to combine wifi with the interface on which the Internet is received in the bridge (bridge), then the Internet will appear on the phone. It is done in the Network Control Center, in general, google "how to combine interfaces into a bridge on Windows", everything is clearly described there. But vpn client will only work for pc! Probably, you can make it so that vpn is for everyone, but this is a question for Windows admins.
2. Isn't it easier to buy a router with a vpn client???
