How to raise your NS server?

There is a purchased dedicated server. It has a VPS server with debian installed. Now domains are delegated there directly by IP address. Is it possible to configure somehow to delegate domains by writing NS addresses in the form:
ns1.rework.pro
ns2.rework.pro
Lighttpd is used as a web server, if it matters.
I suspect that you need to configure your NS server?

How to raise your NS server?
It is possible according to any manul, for bind they are just a sea, here is an example:

$TTL	3600

@	IN	SOA	ns.rework.pro.	root.ns.rework.pro.	(
  201201895;	Serial
  3600	;	Refresh
  900	;	Retry
  3600000	;	Expire
  3600	)	;	Minimum

  IN	NS	ns1.rework.pro.
  IN	NS	ns2.rework.pro.

localhost		IN	A	127.0.0.1
rework.pro.    	IN      A       your_domen_IP
www                     CNAME   rework.pro.
ns1			IN	A	your_ns1_IP
ns2			IN	A	your_ns2_IP

Which web server to use doesn't matter.
