Why does using Android as a hotspot traffic bypass OpenVPN?

The smartphone runs OpenVPN, all traffic (in theory) goes through the tunnel. If I raise an access point on this smart phone and connect to it from a laptop, the IP provider is shown on the laptop, while everything is still OK on the phone itself. Why, how to fix?
