Why does unity download packages every time and take a very very long time to create a new project??

It takes 10-30 minutes to create an empty 2d project, which weighs 150 mb, and 3d is a hundred times faster in 1 minute, which generally kills the brain. And at the same time, it downloads all these packages for 100 mb, every **** time, how to make it load them from a local folder, and in general how to work in a unit without the Internet, such as why those packages that you received from the store, you cannot add to the project.
I'm sure there's something I don't know. It can't be that in such a program weighing 30 g there is simply no copy-paste of the project template.

Well, create an empty project once, archive it, and when you need it, expand it into a new folder.
