Why does the volume slider twitch when I plug in my headphones?

I set myself Linux Lite, in general, an excellent distribution, but I noticed that when I plug in headphones with volume control, something incomprehensible starts to happen. There was a problem immediately after installing the OS.
How does this happen?
When you start to increase or decrease the volume with the mouse wheel or cursor - the value of the slider starts jumping to zero, and while you drag the slider it jumps from zero to the position of the mouse. You need to somehow have time to release the LMB so that it is normally installed. After turning off the headphones, everything immediately becomes fine, the slider works perfectly, there are no problems with sound.
I just tried switching the audio output device via pavucontrol from speakers to headphones (they are disabled) and tried to adjust. Even with the headphones turned off, this channel is buggy in terms of volume settings. Similarly, when adjusting the volume using the keyboard (Fn + key)
I tried to reinstall pavucontrol and install pavucontrol-qt:

sudo apt install  pavucontrol-qt
sudo apt install --reinstall pavucontrol

Did not help! Apparently the problem is not in pavucontrol but somewhere in pulseaudio?
You won’t listen to music on a laptop, I would like to do it. I am sure that this can be solved, tk. on Ubuntu 18.04.2 there were no such problems. In general, I don’t know which way to dig, I googled, I didn’t find such problems. Tell me what could be the problem?

@paulenot

M-yes, ready for the desktop.
Do you have KDE?
I would advise you to try to replace Pulseaudio with ALSA, for example, there are a lot of instructions. This usually doesn't happen in Alice.
