Video card gtx 1060 6gb from asus After installing a fresh Windows cooler began to work randomly. When turned on by noise, the speed is about 50%, then if I try to change it programmatically (MSI afterburner, asus gpu tweak [I used them both together and each separately]), the speed increases to 80-90% by noise. I changed the versions of firewood (old / new), everything is useless

Thank you all very much for your help, the problem was that the video card did not sit very well in the slot. Rearranging it again, everything worked on standard firewood

Remove all software tweakers and give control of cooling to the video card itself, unless, of course, ASUS has disabled this feature again.
SIV - System Information Viewer , for example, will show the fan speed. And the window will also GPU Appsshow programs using the video card, maybe some of them will be bad.
