Why does the video card cooler make noise?

There has been a problem. Noisy video card cooler. but cooler is fine! as understood below.
It all started with the fact that the computer began to make noise. Poking the coolers with my finger, I realized that it was one of the video card coolers. Deciding to leave the repair of the cooler for later, I bought another one of the same kind on Avito, because the crossfire was going to stir up anyway.
Arriving home and horrified to find that the same cooler makes noise on the newly purchased video card (albeit used), although during the check everything was quiet and smooth.
Having changed the PCI ports and poked different power supplies, I consciously came to the conclusion that my qualifications were not enough. And so I turn to you. What could it be? I hope that someone has already encountered such a problem and successfully managed to solve it.

On one it makes more noise, but when it works, the noise subsides.

Old fans with broken bearings and dirty or leaking grease.
Put 2 quiet coolers on 1 vidyuhi, look at the result.

Is the noise different or the same on both cards? How and where was the new one checked, when was it “quiet and smooth”? If there are two cards now, does the cooler make noise on both?
So far I have three options:

1) on one it makes more noise, but when it works, the noise subsides. And noise, not just crackling or rattling. At the beginning of the work, the noise goes to high frequencies. After that, hissing with elements of buzz begins.
2) I checked with the guy from whom I bought the card
3) The card costs one. I'll buy laces for the second one tomorrow. And then you can’t pick up the power
4) First of all, I checked if it hurts. But everything is normal.
5) Screws are tight. after your answer, I pressed the card with my finger to test the theory, but there was no result.
I also noticed that it is impossible to adjust the fan speed through the AMD control center. Maybe it's a glitch, and one of the fans just turns to the maximum.
