Why does the time get lost in Windows 10 after installing Ubuntu 16 by the second system and also Windows does not see Yota?

Hello, after installing ubuntu as a second system on a computer with Windows 10, some anomalies began to be present. After entering Windows, the clock is constantly lost in it (3 hours ago), after editing the time, if you boot into Windows everything is fine, but you should go into ubuntu, and then into Windows .... and again -3 hours. This is the first part of the question. And the next problem is that Windows has stopped seeing the iota 4g modem. The modem is connected, it works, but Windows writes there are no available connections, everything works in Linux. I really hope for the help of those who faced similar problems. Thank you for your attention
