Why does the system eat all the memory?

Worth win10, 8gb of memory. periodically consumption reaches 99 percent, in the task manager in such a situation only the system eats the most, but only 200-500mb. What could be the problem?

Change the thermal paste on the cooler.... and everything will work fine!

What programs are running?
Look through https://technet.microsoft.com/en-us/library/ff7002... who is actually using the memory.
Assumption: some program is actively writing files to a slow hard drive, as a result, the system takes up all the memory in the disk cache. this behavior happens with utorrent on laptops with hdd.
