Why does the system and browser freeze waiting for the cache?

Good day.
Win8.1 is on ssd, the second screw is normal.
For the past few months, the system has been freezing for ~30 seconds several times an hour. The browser accordingly writes to the status line "Waiting for cache".
Application log entries like this


WUDFHost (1096) WindowsLocationProviderDatabase: Request to read from file "C:\ProgramData\Microsoft\Windows\LocationProvider\LocationCache.dat" at offset 868352 (0x00000000000d4000) with size 8192 (0x00002000) bytes completed, but it took too long for the OS to complete ( 50 seconds). Also, 0 other I/O requests from this file have also taken too long to complete since this error was last returned 2027 seconds ago. This error is likely caused by a hardware failure. Contact your hardware vendor to determine the exact cause of the error.

How to be and what to do? Broken sectors? And the destination of the file can be moved somewhere?
