Why does the Sony Xperia Z1 Compact not work with a Beeline SIM card?

Sony Xperia Z1 Compact. When the Tele2 SIM card is inserted, everything is in order. When I insert a freshly purchased Beeline SIM card, the mobile network is not found. I already reset the settings and flashed it to the latest official firmware. In another phone (Nokia N900), the SIM card from the beeline works.
