Why does the smart filter in Bitrix not work without ajax?

Hello everyone, I’m turning to you again for help, there was a problem with the smart Bitrix filter,
the component is located at site.ru/catalog/ when ajax is enabled in the component settings, I go to the url category does not change, remains "site.ru/catalog/" . when ajax is turned off when you go to the category, the address changes to "site.ru/catalog/cat" and the smart filter stops working, the nature of its behavior is as follows - the checkboxes are not pressed, the show button remains inactive.
I suspect that something is not set correctly in the settings, the settings are lower

Please tell me what could be the problem?
