Why does the site slow down when scrolling in chrome?

I'm making a website and using Chrome, I added an image to the background, and I wanted to blur it. Due to blur when scrolling 12-15 fps. If you remove `filter: blur(1px)` or `position: fixed`, the brakes disappear. What can be done? Or does it only slow down in my chrome, and is it worth doing it in another browser for now? Because there is nothing like that in Firefox

Upd. It is better to open the page window, to the entire window. Because in a miniature version, there are at least fewer brakes
