Why does the scrollbar jump when opening Chrome?

In the usual case, the scroll is equal to three lines in any program. But as soon as I open chrome, the scroll starts jumping: when there are 5 lines, when 15, and when 20 lines scrolls instead of the prescribed three. Appears in all open programs (notepad, file manager, other browsers, etc.)
Appeared about 1-2 weeks ago. I don’t follow chrome versions, it’s auto-updating.
What is it can be and how to treat?

chrome://extensions/ I
recommend to check and cut down all unnecessary, if any. If it does not help, then reinstall the browser, after making a synchronization / backup and clearing the browser of user data.
