Why does the ReferenceError: uire is not defined error appear?

Installed moodle 3.5.2 in bitrix env environment. Already at the installation stage there was a problem with the work of javascript. An error:

ReferenceError: uire is not defined

and most of the functionality does not work.

I assume that there is a conflict in the settings of nginx, the server of which is built on bitrix env. Maybe I'm wrong and that's not the point. Please tell me how to fix the error?

moodle needs mbstring.func_overload = 0
