Why does the public order link obtained using \Bitrix\Sale\Helpers\Order::getPublicLink($order) not work?

I use the public link to view the order.
The /personal/orders/index.php page hosts and configures the sale.personal.order component.
When using the link received in the administrative part of the site, the order is displayed without authorization and access has one value, and when using \Bitrix\Sale\Helpers\Order::getPublicLink($order), the site asks for authorization and access has a different value. $order checked - correct.
What could be the problem?
