Why does the processor heat up to 90 C?

It started at 80 C, then I decided to change the thermal paste and clean the cooler. The temperature has risen. A month later, I tried to do the same again, but it got even worse, the processor temperature was 86 C. Yesterday I did the same thing and it was already 90 C. The cooler works briskly, I applied thermal paste with a thin translucent layer. And to be honest, I'm already tired of it all, because. To get to the processor, you have to disassemble the entire laptop. What to do? Maybe I accidentally touched something and everything went wrong?
And I also have an Intel i3 processor, it has a maximum allowable 69 C.

You apply the paste on the processor with a minimally thin layer. It is needed where there is contact between surfaces that must be perfectly even. Or the second way - to drop into the center of the processor and gently press the cooler - the paste will spread. After that, you need to quickly fix the cooler - you can not move it.
Plus Alsil - worthless thermal paste. I use Arctic MX-2.

It is obvious that you applied the tempomast crookedly, or, well, you applied bad thermal paste, when you removed the cooler it should be clear where there is no contact between the cooler and the processor, and this should have prompted you to think.
thermal paste must be smeared over the entire surface of the processor, a drop in the center is a game of chance, it will not be smeared.
I always apply a sufficient layer on the processor, it makes sense to apply to the cooler when it has a larger surface area and will be superfluous

Maybe you didn't properly press the cooler to the processor? check.
Try to press the cooler harder when running the test and see if the temperature changes
