Why does the page shift when refreshing frequently to the start of a block?

Theoretical question. If you scroll the page to the middle of an element (paragraph, picture) and start updating quickly, the page will move up with some step until the top border of the window coincides with the top border of the element.

Why is this happening?
What is the offset step size?
Is it possible to eliminate the bias?

For example, on the Wiki article:
https://ru.wikipedia.org/wiki/World_soul
Stand as the top border of the window in the middle of the picture with notes and start quickly refreshing the page.

Offset occurs when element sizes are given in %. Maybe it has something to do with rounding.
