Why does the outer container have a smaller height than the inner one?

Tell me, why is the height of the block 3px, although the blocks inside it are 18px high? How to make it so that it is no less than what is inside it?
height is not set anywhere in the styles and it is not clear how it calculates exactly 3px

Judging by what you gave, we should go to a fortuneteller to find out what you have in css. I will assume that this block has position absolute
