Why does the network folder not work via USB modem?

I go from wi-fi to file://37.151.22.2/ I successfully open a password-protected network folder. Everything is fine.
I'm trying to repeat this from a USB modem and it doesn't work. The Internet at the same time on the USB modem works fine.

Almost all providers block the SMB protocol. It's too insecure, there's been a LOT of network hacks through exploits. So that won't work.

"network folder" is just port 445

setting up routing rules build a vpn tunnel from usb modem to wifi router set up routes and allow everything in the firewall rule
