Good day.
There is a menu in the footer:
https://goo.gl/LjzkQq - the menu "Ma-3" is not displayed here
https://goo.gl/4uPGGk - and here the menu "Ma-3" and "Partners" are not displayed
https: //goo.gl/D8b4bQ - and "Partners" are not displayed here.
Why could this be? the footer.php file is one for all these sections.

It's hard to say like this, you need to look at the implementation of the bitrix.menu component. Perhaps there were some conditions prescribed by the mountain programmer
