Why does the laptop cooler turn off from time to time?

Hello. Once I turned on the laptop, but the black screen hung for a long time. After that I forcefully rebooted it. Then after the launch there were problems with WiFi, but after resetting Windows, everything seemed to work.
I thought everything was ok, but then I noticed that after this situation the cooler began to cut down. It just works quietly and bam silence.
I checked the temperature, nothing critical, somewhere around 37-41 degrees. After about 42-43, the cooler turns on again, and then cuts down again.
Why is this happening? This is the first time I see this, and is it normal?

And yes, after the cooler is turned off, the temperature does not rise much (from 37 to 42 it rises in about 5-10 minutes).

This is a setting in the BIOS. Often seen this on HP laptops.
It can be called in the spirit of "Fan always on" or "Fan idle mode". Helps to collect less dust inside the case.

Apparently, earlier you had an active cooling mode (prevents heating in advance), or constant, or automatic, and now a passive mode (cools after heating to a predetermined temperature).
Also, you may have had a hysteresis turn-on mode set, and now a threshold one. But it seems like it should change only when flashing, and not resetting the system.
