Why does the iPhone 4s show 6 instead of 8 GB?

I go to Settings / General / About this device /
Capacity 6.0 GB
Available 4.9 GB
Although according to the documents and in the store they said that the capacity is 8 GB. I bought from the officials in CSTORE. I checked the serial number, everything is in order.
