Why does the Internet not work on statics?

Good day to all!
When setting up the server, there was a problem that I encounter for the first time.
Given:
PDC on Windows 2008R2 (DHCP, DNS) - 192.168.3.2
and TS on Windows Server 2016 - 192.168.3.3
On the CD in the network settings, in the DNS section, the IP address is 127.0.0.1, and on the TS (static) - 192.168 .3.3
On TS, the Internet somehow works selectively. In "cmd" all resources are pinged no matter what pinged: Google DNS, Yandex, and elementary yandex.ru. But in the browser (IE, Iron), sites that have been pinged do not open.
As soon as TS gets network settings via DHCP, everything starts to open in the browser as it should.
Another detail, if you go to a site (TS received an IP via DHCP) and then turn on static, then TS will open this site.
At workstations that also receive IP addresses via DHCP, everything works the same way. But on TS some kind of incomprehensible plugging occurs. I looked at the hosts file, everything is fine with it. Dropped TCP \ IP settings, did flushdns.
Tell me, please, in which direction to dig and what could be the problem.

Where is your DNS server located? This address and point to TS.
