Why does the highlighting of the icon on the taskbar in Windows 8 disappear?

This was the same in Windows 7 on another computer, but did not bother. When I select an application on the panel and remove the mouse from it, the application icon remains selected, and it does not matter whether I clicked or not, whether the application was running or not. It also pops up a tooltip in the form of the name of the application, as if I really did not remove the mouse.

There is such a bug. It manifested itself most often during or after an active disk load. Now, however, it happens very rarely. I fixed it by restarting Explorer.
