Why does the first key pressed not respond after switching the language?

After switching the language - I switch with the left Alt + Shift - very often in SolidWorks2013x64 and less often in Windows Explorer 7x64 the symbol of the first pressed key does not appear. I did not find patterns. What could be the reason and how to fix it? I didn’t try to change to other combinations, because at work and at home I got used to switching the language with the same combination.

Most likely you release first alt and then shift. At the same time, Windows remains in the hotkey menu selection mode, and it eats the first character.
ps: I checked it myself, it occurs if you press shift then alt, and release alt then shift
