Why does the external hdd sometimes turn off?

Hello!
I want to install ubuntu on an external hard drive, but I often notice that if I don’t read data from the disk for a long time, it turns off and slows down for 10 seconds when accessed.
That is, no matter how it turns off, the computer sees it, but it starts working after the brakes.
In this connection, the question is - is it normal for external ones and will it be like this if you run an OS from it?

Most likely disables his Windows. If you install the AXIS - with a high degree of probability it will not behave this way - the circulation goes quite regularly.
