Why does the extension filter and not send cookies when requested?

I added host_permission and content_security_policy.extension_pages: "default-src 'self'; connect-src 'self' https://example.org/ ;" Tried mode: cors and credential: include, it didn't help. In the development tools, if you enable the checkbox , you can see blocked cookies.
I do fetch('path')
