Why does the CPU load at 100% while playing fifa 15 and the game turns into a slideshow?

Hello. Actually this is the situation..
The computer's CPU was constantly loaded by almost 50% even without running programs, but this did not stop me from playing fifa 14 without brakes, then, with the release of a new version of the game, I download fifa 15 and at startup I see some kind of slide show (CPU load hits up to 100%). Someone started writing about the characteristics of the computer, someone recommended updating the video card drivers (I have had them since 10, ATI radeon HD 5700), but I did none of this. I restarted the computer, turned off all programs and went back into the game - the slide show continued .. I scored, after a few days I work with the computer, and tried to start fifa 15 again (the PC did not restart, even some programs worked) and oops , there are no brakes (I noticed that while playing the CPU load does not reach 100% already), I calmly played a couple of matches, turned off the PC, went to bed. The next day I turn on the PC and start the game - I see a slide show, wtf ?! I rebooted again, before starting the game I opened chrome, I climbed there a little, in another browser, I launch the game - NO BRAKES! Further, using this method (turned on the PC, climbed the browser for about 5 minutes, launched FIFA), I calmly played and went through a whole career. But after a couple of days, these actions no longer relieved the brakes, and I saw a slide show (I didn’t install any left programs).

I start to climb on the computer and see the nssm.exe process, which loads my CPU by 50% even when the PC starts (at the beginning of the story this process was on the PC, it says at the very beginning). I remove it, the CPU load drops to 3-5%, I start fifa 15 and play without lags, BUT the first 35 minutes of the half (3 minutes in real time), then the slideshow starts to grow, and the fifa15 process loads the CPU up to 100 % (somewhere around 85% it takes out of 100).
Can someone explain to me what this is?! If the characteristics of the PC did not fit, then the slideshow would be all the time, but it is there, then the game flies, I don’t understand anything at all ..
ps with the nssm.exe process, when I started fifa 15, I either saw terrible brakes at the very beginning, or fifa 15 flew from the very beginning to the exit from it. After removing it, I can play 2-3 minutes perfectly, and then the slideshow starts (mb useful info too).

I would think if in idle time you have 60g. and under load almost all 100gr. Moreover, both on the stone and on the vidyuhi, look in the direction of cooling, first dust, then thermal paste, then lubrication / replacement of coolers.
