RAM is ideally used completely for the same reasons that container ships rarely drive 50% full - it makes no sense. Therefore, free memory is used by the OS for the cache, and is released as needed.
If BSOD'y, it is necessary to look at their codes.
In any case, it doesn't hurt to check the memtest86 memory and look at the SMART disks.
