Why does the computer refuse to start?

In the evening I turned off the computer via alt f4 and went to bed, the monitor turned off, but the computer itself did not.
Finished it through the power button.
In the morning it turns on, but the peripherals do not work, and the monitor does not give an image. The lights on the motherboard don't turn off.
The only thing I found is that the CPU cooler does not work in the CPU_FAN slot, it works in another slot.
Other coolers in CPU_FAN work.
What could be the problem?

Connect the cooler back
Unplug the PC from the outlet for 15-30 minutes
