Which server to choose for a small company?

Need a server for a small company. It is required to organize voip-telephony in the office, file storage, local web resources, network routing, backup storage, possibly virtual workstations (VNC), storage of software databases.
Budget around 15-35k. If it makes sense to take a server solution for these purposes? If yes, ready examples of pieces of iron interest. Is it worth taking an embedded server or a stand-alone one? If you take an embedded one, is it worth it to take a server rack for growth opportunities? Maybe for these purposes it is easier to assemble a regular computer on good hardware?

If the amount of money is indicated in rubles, then there can be no talk of any racks and branded servers even close. Only self-assembly from desktop pieces of iron, nothing interesting.

imho it is better to share.
faylopomoyka, backup copies and subd - one computer.
terminal server - the second.
network management and internet gateway is the third.
you can start with one physical server, but be sure to configure it so that you can easily split it into separate ones later.
for example, each service in a separate virtual machine.
