Why does the command prompt appear for a moment after starting the computer and then disappear?

After starting the computer, the command line appears for a moment, and so every 2-3 minutes, the games that are in full screen mode are minimized.

Some kind of service hangs and constantly pulls something. Or a program that started in the background without a tray icon like radmin. See the list of processes and the list of services.

the command line appears to execute some kind of bat / cmd file. The question is what does this file do. I would first figure out what the file is (using hijackthis), then study its contents (they are also useful), and only then delete / leave it ....
