Why does the client not receive an ip address if it previously received an address in another vlan?

The situation is this. If we connect a laptop to port vlan 10, then the correct address will be received and the network will work, but if we then connect this laptop to another, for example vlan 20, then the ip address will not be received. If you delete the entry on the DHCP server no effect. Moreover, if you change the MAC on the laptop, then the address from vlan 20 will also be received correctly.
What could be the problem, maybe it's some kind of technology, setting?

If I'm not mistaken in win dhcp there can't be more than one lease for one mac( id ). You need to kill lease with your hands or reduce their lifespan.
