Go to iPhone Settings->FaceTime and turn off iPhone Cellular Calls . Handoff can be enabled on both devices, it is only responsible for switching between applications on different devices.

Settings - phone - on other devices
There we remove the checkbox from "allow calls" or we chop off the devices below where we do not want to duplicate them. This must be done on all devices. Good luck!
