Why does the browser respond with connection refused when trying to access Habr?

Actually a subject. IP is white, so it can only be read from under a proxy.

I’m not sure if you have the same thing, but I recently encountered this due to the fact that Habr moved to a new IP address, and I had the old IP registered in hosts (I don’t even remember why)

Possible reason: Firewall settings prevented the connection from being established according to the rules set by the computer administrator.

Your IP address was most likely blacklisted by QRATOR during the last DDoS attack. Contact ximaera, he will resolve the issue.
