What html markup parser is used on Habré?

There was an article on Habré, which indicated the PHP class of work with the markup of the article on the Habré itself.
That is, a person writes the text of an article in a form on Habré using html markup, and this class, after submitting the form, removed all prohibited tags.
I downloaded this class a year ago on my computer and lost it. Help find an article or class.
I remember a feature of the class was to allow all tags except those prohibited. (Usually the other way around)
