Why does “System integrity violation detected” appear in 1C?

On the server is 1C: Enterprise 8.3 (8.3.13.1644) Production Enterprise Management, edition 1.3 (1.3.113.5)
Licensed, the number of licenses is 50.
There are 2 bases.
The first is SQL, everything works fine
The second is file. Does not work. Constantly gives "System Integrity Violation Detected".
Both bases - UPP, file buhi were asked to do something to run something before doing it on the main one.
What is the problem and how to fix it?
