Why does Sublime Text 3 throw an error when saving a PHP file?

I'm trying to save a PHP file in Sublime Text 3, but instead I get a notification with an error log. Although the edited file is still saved.
Log text in console:

error: "php" ­Ґ пў«пҐвбп ў­гв७­Ґ© Ё«Ё ў­Ґи­Ґ©
Є®¬ ­¤®©, ЁбЇ®«­пҐ¬®© Їа®Ја ¬¬®© Ё«Ё Ї ЄҐв­л¬ д ©«®¬.

What does it mean in translation:
error: "php" не является внутренней или внешней
командой, исполняемой программой или пакетным файлом.

What is this error related to? Perhaps you have some thoughts about this, otherwise I don’t have that knowledge - I don’t even have enough imagination for this log.

All problem solved. For some reason, this error was related to the PHP version, I had PHP version 7.3. Although, I still don't understand how a text editor, environment variables and PHP can be related.
