Why does Stash Branch Permission not work?

Good day. After a weekend of thinking, I decided to reconfigure the office Stash a bit and make sure that users have write access only to the dev-stage branch. In the project settings, I set read-only rights for people, went into the turnip itself, settings> PERMISSIONS> Branch> Add a branch permission
added a person to the dev branch

But for some reason the rights remained read-only. What did I miss?
