Why does ssl_session_tickets off break the https connection?

Based on nginx config For my version of nginx 1.19.6 and Openssl 1.1.1i

Mozila recommends adding ssl_session_tickets off; in the config for the domain, but then when accessing the site ERR_CONNECTION_CLOSED
if you do ssl_session_tickets on; then the site works or even remove this line from the config.
