Why does ssh file transfer and mysql connection slow down?

ssh and mysql work fine after restarting them. then jumps, then the norms but for 10 seconds I wait for authorization. in the internet read all refer to useDNS no in sshd.conf and --skip-name-resolve in mysqld registered but does not help. traceroute gives an almost instant response ( 0.0024ms on average)
hosters say that there may be a problem with the provider. I tried to connect to the server from another provider - it's the same anyway. I tried both by ip and by domain to connect, there is no difference - 1 time is normal, then jumps, then I wait right away. very annoying.

Most likely problems in the dns server. There are several options. The first, as advised, is to disable resolving in the necessary services. Second, use Google DNS 8.8.8.8 and 8.8.4.4. Third, put your caching dsn server! The third one is correct!

Also check if you got avahi-daemon out of the box.
