Why does Skype periodically crash from the network after switching to licensed Windows 8?

Good afternoon. Skype has been tormenting me for about a year now.
In fact, I have to conduct a lot of conversations and correspondence in Skype, but after switching to licensed Windows 8, I ran into a huge problem that I could not solve on my own.
Skype periodically crashes from the network (the reconnect icon appears) and the Skype window freezes. The freeze occurs for about 10s and all this repeats approximately every 5-10 minutes. In such conditions, it is absolutely impossible to have a conversation on the microphone, because the conf constantly flies, and there are times when Skype falls off every 1-2 minutes.
At first I sinned on the old computer, provider and router, but this summer I purchased a new system unit (not weak), changed the provider and switched to a router from Dom.Ru. However, the problem persisted. Now I do not know what to do, because now the need for Skype has greatly increased.
There is a license for Windows 8 Ultimate and the latest version of Skype (the problem was also observed with the old ones)

many people spit about messages with a delay in the metro interface. everything works fine for me. on another win account, another Skype account of the girl - in the metro interface, messages really come in half an hour.
