Why does Server 2019 refuse to install the Remote Desktop Services role?

Here's the situation: on-premises Hyper-V server, Intel Xeon E5-2630 v3 processor, Server 2019 Standard guest axis installed. When installing the "Remote Desktop Services" role, selecting the "Remote Desktop Virtualization Host" component, during the installation process, an error appears: "The processor does not have the necessary virtualization capabilities."
