Why does phpstorm index the project every time it starts?

Phpstorm 2016.2 indexes the project every time it starts, which makes it impossible to work in the first hour and a half, or even two. Is this a new feature or a bug or what?

I forgot to say that unnecessary folders are excluded from hashing, but judging by the time, the storm does not care at all.

A PhpStorm window pops up with information that there is not enough memory? I had a similar problem, I decided to increase the allocated memory.
