When accessing one news website through Opera/Chrome browsers, this pop-up window appears asking to add a certificate from a certain

It is also written in black in English.
The Opera application requested a certificate. Select a certificate that will allow the application to identify itself to the server now and in the future.

This usually happens to me when I stumble upon a blocked resource - a stupid pr is trying to redirect traffic to its stub, its name does not match the site :) Save the certificate and see who its publisher is, what is written in it.
It is not necessary to bet - there is a considerable assumption that you are being blown.
