Why does one of the layers have a white background when slicing a PSD?

Probably many layout designers have come across this:
There is a layer (a logo with holes) that is placed on the background of another layer (a header with a background).
The background of the header is visible through the holes in the logo.
But when you cut out this logo, it only cuts out with a white background.
If you turn off all layers except the logo, then the logo also has a white background.
How to cut it without background to save it as PNG?
Indeed, in the layout, against the background of the cap, the white substrate is miraculously not shown.

Perhaps there is something different from normal, then you need to discuss this point with the designer.
Or, on your own, pull out the correct image (for example, cut out a layer with an image similar to what is visible under the logo, if you turn it off, and then bring this layer together with the logo layer according to the shape of your logo). I wrote too vaguely, sorry :)
