Why does one code run without error in ms vs 2019 but crash when run from terminal? I checked both in linux and in windows, I did not understand anything.

Well, for starters, ping the server to which you connect from the terminal.
It is quite possible that you do not have dns servers registered on your terminal.

In the script you have port 465, and in the error message 25, which SSL does not support. That is, check that you are running the same script from the IDE and terminals.
