Why does not pick up the data for the field?

Guys, urgently need help!
I bought and installed the New Mail (Delivery) plugin on opencart I
wrote to the developer, asked - said the problem is in some kind of display none scripts
I can’t understand why it doesn’t pick up the list of branches in the field?
I go from the phone - everything works, namely in the PC version it does not want to pull up!
