Why does not go to the site by name?
In general, the essence of our website in Kazakhstan is blocked savefrom.net. The provider's dns do not respond to a query by this name, no problem, change dns to 8.8.8.8, ping via ping returns the correct ip. We go by ip through the browser, everything opens, we drive in the name, and the site mysteriously does not open. What is the problem? I tried to register the address in the host ip, browsers seem to not see it.

URL filtering at your provider :)
This filtering works as follows:
In the network packet, it looks for a WEB request header containing the website address and performs the following actions:
1) Blocks the network packet with a client request to the web server.
2) Sends a response "as if on behalf of the web server", containing the page "Access denied"
3) Correctly closes the TCP connection, responding to the client and the web server with packets with FIN flags
I'm not sure about this though!
Everything was correctly described to you, your provider allows you to contact someone else's DNS, but then it hits the route to the IP server. Use a VPN, get yourself a free instance on Amazon for a year and set up a VPN there, wrap everything through it and forget about censorship.
Use services-analogues for downloading from youtube, which are not blocked. For example, getvideo.org/.
